LEO OUTREACH is a movement led by aspiring individuals committed to helping those in need. Our platform is an initiative to end dependency and mobilize under-resourced people to uplift their communities and empower them through our service.
Our outreach program works with the homeless, young and domestic in the following ways.
- We assist homeless individuals living in shelters who have very specific needs including but not limited to food, water, and shelter.
- Through our outreach program, for domestic abuse, we aim to link women and men from domestic violence, a goal is to assist them to get into a secure location to protect themselves and their children.
- For young people, we strive to identify people who are going through a difficult change and to help them logically, spiritually, and emotionally in the Hartford region.

Our Mission
We make every effort to restore self-sufficiency, both physically, psychologically, and spiritually to individuals who have suffered adversity as a result of conflicts and calamities. We do it in a timely, accurate, and flexible manner, helping local people through available material resources, believing that this is the most viable method to revive society.

About the Founder
The spearhead behind this innovative venture is Pastor Dr. Penny Tate. She is a Doctorate in Human Services from Heart Christian University, licensed and ordained as an Evangelist from Heart of God Healing Center, Pastor of Healing Global Ministries, and is the Director of Chaplaincy at Heart Bible Institute University Love International. and has been helping the Homeless, Youths, and Domestic for over 7 years.
Penny Tate goes to domestic areas to help families with issues of new locations and counseling for depression pain, and other problems that complicate their lives. She also works with youths on violent gun issues, home problems, schooling, and other issues. In addition, Penny Tate deals with the homeless and reassures them not to be afraid of living a normal life and standing on the corners and going to programs that are out there for them.
